19th century Europe was full of secret agreements and such. At least the later half was. I just had to go through class today listening to a lecture about diplomacy that led up to the First World War and read about it last night. x.x

It's all really fascinating since no one actually knew the all of the details of what was going on. They knew these agreements were there between other countries, but they weren't sure what they contained if they weren't involved and even in their own country all of the details of a treaty was kept to only a couple of people.

Might still be going on today.
