NYC is having higher deaths because they have run out of ventilators. They have more sick than they do equipment. In Italy they did not have this problem, and the greater number of deaths was due to the higher elderly population.
Trump totally fucked up and sent 18 tons of PPE and equipment to China in February. So the states have been scrambling to find equipment and PPE. Then Trump outbid the states to buy what was being made in terms of PPE and refused to send it to the states, especially NY because he thinks they've treated him badly.
