When I lived in New Orleans, there were always issues with flooding. The levee had been built (before I lived there) to protect the wealthy and historical parts of the city. The people who always got the worst of the flooding were the lower middle class and poor. :(
Either way, though, there is no excuse to abuse the volunteers who are trying to help. :(
You asked how people cannot help. Some people are not physically able to do what needs to be done. I fall into that category, but I find ways to help anyway, such as speaking to groups to generate fundraising or making reminder phone calls. I might not be able to lift a sand bag but I will hunt down and encourage those who can! I am finding more and more though that there are folks who just don't care about others which is truly sad.
