Maybe your ASUCD President should take a PoliSci class... Who does he think authored the Federal Rules of Civil Procedures (that have the full power of law), Bankruptcy Appellate Panel Rules, Federal Rules of Evidence? The fact is that Congress has given the Supreme Court authority to write legislation in this narrow field and the SCOTUS has used it quite a bit.
