The conclusion was that they didn't know what they were talking about, and that yes, I'll admit that I did not explain the leg. in the best possible manner (esp. with reference to the extension i was handing out). The reason I thought it would fail is because of the partisan lines in the senate and who was expressing the positive versus negative opinions.
