This is a very different structure and story type for you, but I really like it.
With large systems (courts, law enforcement, etc.), there are always rules people are going to stick to, either because they're not allowed to make the decision to do otherwise, or they're afraid to "bend the magic."
The problem is that sometimes, there IS no magic. There is just the easy and expedient thing, and if it sometimes produces a good result, we'll call it golden-- no matter how many people it will fail. :(
