Yeah I think the most likely explanation is instead of expending valuable tests on people who are probably recovered they've just decided administratively to declare everyone recovered who was diagnosed more than two weeks prior and hasn't died yet. Hopefully the science is good on that it definitely lasts less than 14 days in people.
