The SES people had this great invention for sandbag filling, which you can see a few of in the background of that one picture — its a segment of broad PVC pipe about 15 inches long or so, with hand holds cut into it, you put the back of it in to the sand bag and scoop with the front. I found about three to four scoops of sand with this filled the sandbag. Seemed much easier than using a shovel would have been!
