I've been to the northernmost town, Mildura, and some other places on the northern border. It doesn't look like there's a road that specifically follows the border BUT I've always wanted to kayak down the whole length of the Murray River, which is of course the northern border.
As to gold towns yes I've been to Ballarat, the center of the big gold rush here, though I'm not sure i wrote extensively about it its kinda just another town now; and Walhalla in the mountains to the east is a much more picturesque little former gold town.
