Seems like a term for that would have been coined during the Cold War. Heck, maybe "cold war" is the term for it. I generally oppose made-up words, but if you introduce it as something that you've coined for the paper and use it in a consistent way, I won't complain. Alternative: "war by proxy." "Proxyzation" sounds like a verb performed on the separatist groups, as in "the proxyzation of so-and-so rebel group." The term for doing the cold-war thing to a particular state is "sneaking around."
